HOURLY POLICY ANALYSIS
Explore charging activity
The full 24-hour pattern
Relative to the average change during 08:00–11:00 and 14:00–17:00
Points represent one-hour blocks in KST. Whiskers are pointwise 95% confidence intervals, not simultaneous bounds for all 24 hours. The reference-hour average is zero by construction. Adding these points does not measure additional daily charging.

TRIPLE DIFFERENCE ANALYSIS

Reference: March 1–April 17
Interpretation matters. Pre-trend concerns remain. These estimates describe adjusted differences in midday activity; they do not establish a causal increase in total charging.
June coverage is weaker. Known download gaps affect 7 of the 9 eligible June dates. Recovered inventory restores the denominator, but cannot restore missed sessions. Water’s offer also continued through June 28; it remains in the other-operator group of the ME/KP comparison.

Slow and fast chargers
Separate estimates are not a formal test of whether slow and fast chargers respond differently.
What is being compared?
Spring 2026 · weekends and eligible holidays · 11:00–14:00 KST. Dates below are inclusive and begin with the first eligible day. Cash amounts are KRW per kWh; points are shown separately. The advertised 50% electricity-rate reduction did not mean a uniform 50% discount on retail charging prices.

−₩48.6 Sat / −₩42.7 Sun & holidays Below 100 kW: ₩275.8 / ₩281.7 100 kW+: ₩298.6 / ₩304.5
Published public fast-charger offer; Ministry/direct-card channels. Applies to energy within the window. Slow-coded ME implementation remains unconfirmed.
Public: same reductions/rates as ME Apartments: −₩45.5 Sat / −₩40.1 Sun & holidays
Public and apartment chargers, including slow. Energy within the window; apartment net price depends on the applicable tariff. Nominal effective date Apr 16.
Fixed slow chargers; negotiated-contract sites and roaming excluded. Substitute holidays included; temporary holidays excluded. Energy within the window.
Selected fast chargers at 10 campaign sites; 44 outlets matched in the dataset. Own-member authentication; V-members/ChaeviPass excluded. Session must start within 11:00–14:00.
25 selected sites, fast and slow; own members, payment ≥₩100. Ministry-card/nonmember use excluded. Payment must complete within 11:00–14:00.
ME rate pairs are Saturday / Sunday-or-holiday. Company names link to the Korean primary notices. For Everon, NICE and Seoul CNG, the precise handling of sessions crossing the time boundary was not independently established. Published offers do not establish the price paid by each observed session.
Current models: broader treatment uses ME, KP, EV, LU, PW, NT and CG. The public comparison treats ME/KP as the public group. CHAEVI and Water are listed here for context; they are not in the seven-cohort broader model.
